Graduate School of Science and Information Technology, Library and Information Science Library System Library and Information Resource Center and Technology, Faculty of Natural Sciences at the University of Puerto Rico, Campus River Stones are pleased to invite you to the first celebration of Open Access Week at the university.

With this conclusion we join efforts in PLoS = Public Library of Science, a nonprofit organization of scientists and medical experts committed to making the world's scientific and medical literature a public resource. Its primary objective is to make available to all scientific research, facilitate research, informed medical practice and education by enabling the free search the full text of each article to locate specific ideas, methods, results of experiments and observations.

We define Open Access as a free, permanent access to the full-text material, scientific and scholarly, refereed journals. Extend the definition to the use of technological tools that can be used to create products and services, aimed at studying and research, and facilitate the information and knowledge are more accessible to all stakeholders on equal footing.

The event will be co-sponsored the Student Council of the GSIST, ACURIL (Association of University Libraries, Institutional Research and the Caribbean)-Chapter of Puerto Rico, ASEGRABCI (Association Graduates of the Graduate School of Library and Information Science), Beta Beta Kappa Chapter of Puerto Rico, and SBPR (Library Company of Puerto Rico).

Expression of the censorship of books


In recent days have publicly discussed the unusual action of the Department Education of Puerto Rico in relation to the guideline issued to task for "inappropriate" works of high literary value of Puerto Rican authors the likes of Luis Rafael Sánchez, José Luis González, Juan Antonio Ramos, among others, and in particular Aura work the Mexican Carlos Fuentes.
The Article 19 of the Universal Declaration of Human Rights (1948 \u0026lt; http://www.un.org/es/documents/udhr/ > Organization United Nations states: "Everyone has the right to freedom of opinion and expression: this right includes freedom to hold opinions without interference and to their opinions, receive and impart information and ideas through any media and regardless of frontiers, by any means of expression. "
In addition, the Code of Ethics of the American Library Association (2008, 1995 \u0026lt; http://www.ala.org/ala/aboutala/offices/oif/statementspols/codeofethics/ coespanishversion / spanishversion.cfm >), an organization of which the school belongs, provides in Article II, that: "We uphold the principles intellectual freedom and resist all efforts to censor library resources. "
Graduate School of Science and Information Technology, University of Puerto Rico, adheres to tenets of the Universal Declaration of Human Rights and Code of Ethics of the American Library Association. The school is committed as stated in its 2016 Mission to "contribute to policy development and services that promote equitable access to information to build a knowledge society. "
The elimination of these works for the Department of Education of Puerto Rico contradict the inalienable right of everyone to freedom and undermines one of the main functions of librarians, particularly those who work in school libraries. is inherent in the role and responsibility of this professional group to defend and facilitate equitable access to information and encouraging environment for the development of skills that include developing the ability to discern to the information received, applying critical thinking in the process of constructing new knowledge.
Graduate School of Information Sciences and Technologies reaffirms the principles of equitable access to information and reject this act of censorship, and others that may occur in our educational institutions. We demand the immediate return of access to these and all the works that will undoubtedly contribute to the enrichment of our young people in their academic training and as human beings.
hope that actions like this are not repeated, without an dialogue process fair, responsible and ethical. We urge the Department of Education to ensure the best interests of our school communities and people in general, without restricting the inalienable right that every human being assists.

National Information Society Policy: Public Consultation with a template: Due September 20, 2009 World Film Festival

Developed by the Information For All Programme Of UNESCO to Assist UNESCO Member States in the Development of National Information Policy and Strategy Frameworks.

The Information for All Programme of UNESCO (IFAP) was established by UNESCO to provide a framework for international co-operation and partnerships in "building an information society for all". IFAP's focus is on ensuring that all people have access to information they can use to enhance their lives. UNESCO has assumed the task of assisting Member States in the formulation of national information policy frameworks, in particular within the framework of the Information for All Programme (IFAP).

The "Tunis Agenda for the Information Society," adopted during the second phase of WSIS in Tunis in 2005 included the following paragraph: "Taking into consideration the leading role of governments in partnership with other stakeholders in implementing the WSIS outcomes, including the Geneva Plan of Action, at the national level, we encourage those governments that have not yet done so to elaborate, as appropriate, comprehensive, forward-looking and sustainable national e-strategies, including ICT strategies and sectoral e-strategies as appropriate , as an integral part of national development plans and poverty reduction strategies, as soon as possible and before 2010."

The Template is intended to assist countries and governments in the process of developing, or extending and updating, such policies and strategies. It was developed for IFAP and under its guidance by a team of researchers from the Foundation Gestiony Desarrollo – LINKS (Argentina), led by dr Susana Finquelievich.

All interested parties are invited to send in comments on this Template, before it is submitted to the Intergovernmental Council of IFAP for approval and then distributed to UNESCO Member States.
